William R. Welsh, MSN, MBA, RN
VICE PRESIDENT

Bill is a dynamic and talented nurse leader with over 25 years of experience in emergency care. In his most recent roles, facilitating performance improvement and in interim leadership positions, he has successfully developed client relationships and effectively mentored other nurse leaders to improve operations within their departments. He was instrumental in implementing a split-flow care model, resulting in shorter door to provider times and a reduction in discharged patients' length of stay. Additional process improvements include the development of a streamlined triage system, the implementation of standardized roles in trauma resuscitation and improved ED staffing plans, and a decrease in ED staff vacancies. Additionally, he has assisted clients in successfully achieving budgeted productivity targets and decreasing the use of premium pay (agency and overtime) shifts.

As a senior manager for one of the leading health care consulting firms in the US (before joining Blue Jay), his focus was on improving patient care, the flow of patients and discharge planning within the ED and inpatient units. Prior to his extensive consulting experience, Bill held positions as a director of an urban ED with over 46,000 annual visits and as an ED clinical nurse specialist in a Level I Trauma Center. He has lectured nationally and regionally on a number of leadership and clinical topics pertaining to emergency care, customer service and working with consultants.

Bill has been an active member of the Emergency Nurses Association for over 25 years, during which time he has served on an ENA national committee and a work team and was a state council president. He received his MSN, with a focus in emergency care, from the University of Texas Health Science Center and is a graduate of the Executive MBA program at Temple University.
